INVITATION FOR BIDS

1. This invitation for bids follows the General Procurement Notice for this project that appeared     in Development Business, issue no. 592 of 16 October 2002.
2. The Republic of Armenia has received a credit from the International Development Agency     toward the cost of the Transport Project and it intends to apply part of the proceeds of this     credit to payments under the contract for the Procurement of Bridge Rehabilitation Works for     the Year 2003.
3. The Ministry of Transport and Communication of the RA now invites sealed bids from eligible     bidders for the procurement of the following contracts: 
Contract CM-B-M2/2002
  • Component (Lot) 1, Re-construction of a three span bridge over the Arpa river, on Road M2, Yerevan-Yeraskh-Goris-Meghri-Iranian border, km 147+300, and the construction of new access roads, Total length of the bridge approximately 34 m and of the widened access roads approximately 20 m and construction of a new one span bridge over the River Ger-Ger, on Road M2, Yerevan-Yeraskh-Goris-Meghri-Iranian border, km 144+340, and the construction of new access roads, Total length of the bridge approximately 20 m and of the access roads approximately 50 m.
  • Component (Lot) 2, Construction of a new one span bridge over the River Cheisamy at Road M2, Yerevan - Yeraskh - Goris - Meghri - Iranian border (km 276+840) and the construction of new access roads, Total length of the bridge approximately 18 m and of the access roads approximately 855 m.
  • Component (Lot) 3 Repair of a two span bridge over the River Meghri, on Road M2, Yerevan-Yeraskh-Goris-Meghri-Iranian border, km 370+000. Total length of the bridge approximately 24 m.
4. Bidding will be conducted through the international competitive bidding procedures specified in     the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995     (Revised January and August 1996, September 1997, and January 1999) and is open to all     bidders from eligible source countries as defined in the Guidelines.
5. This bid is conducted on a "slice and package" basis. Bidders qualifying for one contract or lot,     or for the sum of requisites of several contracts or lots may bid for one or several contracts or     lots, as further defined in the bidding documents. Bidders wishing to offer discounts in case     they are awarded more than one contract, or more than one lot inside a contract, will be     allowed to do so, provided those discounts are included in the Form of Bid or submitted in     writing before the deadline for bid submission. All bids and offers of discounts shall be opened     and evaluated simultaneously so as to determine the bid or combination of bids, including     discounts, offering the lowest evaluated solution for the Employer.
6. Interested eligible bidders may obtain further information from and inspect the bidding     documents at the Armenian Roads CJSC (21 Koriun str., Yerevan-375009, Armenia, fax:     (3741) 56-24-35, telephone (3741) 56-63-72) or at the Transport Project Implementation Unit     SA, RA Ministry of Transport and Communication (28 Nalbandyan str., Yerevan-10, Armenia,     fax :(3741) 58-05-23, telephone: (3741) 58-05-23 or (3741) 54-57-48) from 09:00 to 17:00,     Monday through Friday. A complete set of the Bidding Documents can be purchased at the     Armenian Roads CJSC (21 Koriun str., Yerevan-375009 , Armenia, fax: (3741) 56-24-35,     telephone (3741) 56-63-72) or at the Transport Project Implementation UnitSA, RA Ministry     of Transport and Communication (28 Nalbandyan str., Yerevan-10, Armenia, fax : (3741)

upon payment of a non-refundable     fee of 150USD for each set. If delivered by registered courier it is required to pay an additional     sum of 50USD for postage (for each set). The amount should be paid directly to the "Armenian     Roads" CJSC, or transferred to the following accounts:

7. Bidding documents will be available to interested bidders from 7 February 2003. Bids must be     valid for a period of 60 days after Bid opening and must be delivered to the address below not     later than 25 March 2003 at 12:00 AM. All bids must be accompanied by a bid security of 2 %     of the bid price in a freely convertible currency. Late bids will be rejected. Bids will be opened in     the presence of the bidders' representatives who choose to attend at the address below on 25      March 2003 at 12:15 AM.

8. Qualified domestic Contractors are eligible to receive a margin of preference of 7½ percent in     Bid evaluation.
